Why military officials are sanctioned
Military-sector designations reach the Bolivarian National Armed Forces (FANB), the Bolivarian National Guard (GNB), the Directorate of Military Counterintelligence (DGCIM), and the SEBIN intelligence service. Most of this cohort is designated under EO 13692 for human-rights abuse or repression of protest and dissent, with a smaller group added under EO 13850 or EO 13884 for a documented role in gold-sector sanctions evasion or Government-of-Venezuela asset structures. DGCIM and SEBIN names in particular tend to carry human-rights-abuse remarks tied to specific detention or interrogation allegations rather than a financial-crimes rationale.
