Who is Samuel Moncada?
Samuel Reinaldo Moncada is a Venezuelan diplomat and historian and one of the most visible international voices of the Maduro government. Trained as a historian, he taught at the Universidad Central de Venezuela before entering government, later serving as Deputy Foreign Minister, Ambassador to the United Kingdom, and Venezuela's representative to the Organization of American States. He briefly held the post of Foreign Minister in 2017.
From 2017 to 2026 Moncada was Venezuela's Permanent Representative to the United Nations in New York, where he repeatedly defended the government against U.S. sanctions and pressure and served as a Vice President of the UN General Assembly. In 2026 Venezuela's National Assembly authorized his appointment as Ambassador to France, with concurrent accreditation to Andorra and Monaco.
