Néstor Luis Reverol Torres is a retired GNB major general who has held a sequence of senior security and infrastructure portfolios in the Maduro government — Minister of Interior, Justice, and Peace (2016–2020); Minister of Electric Energy (2020–2024); and most recently president of Corpozulia (2024–2025), the regional development corporation for Zulia state. He has been on the OFAC SDN list since 2017 and is under U.S. federal indictment on narcotics-trafficking charges issued in the Eastern District of New York in 2015.
Reverol's electricity portfolio coincided with the period of repeated multi-day blackouts on the Venezuelan national grid that began in 2019 — a continuing constraint on industrial operations, oil-sector uptime, and any foreign-investor scenario premised on local production capacity.
