Who is Iván Hernández Dala?
Iván Rafael Hernández Dala led Venezuela's General Directorate of Military Counterintelligence (DGCIM) from 2014 to October 2024, when Nicolás Maduro replaced him with Major General Javier Marcano Tábata. He was subsequently appointed president of CANTV, Venezuela's state-owned telecommunications operator, in November 2024.
The DGCIM under Hernández Dala's command was documented by the UN's Independent International Fact-Finding Mission on Venezuela as responsible for torture and arbitrary-detention practices against dissidents. He has been on the OFAC SDN list since 2019 and is a sanctions target of the EU, UK, and Canada.
After the U.S. capture of Maduro on January 3, 2026, Acting President Delcy Rodríguez appointed General Gustavo González López as DGCIM director — a separate appointment post-dating Hernández Dala's earlier removal.
