Who is Elvis Amoroso?
Elvis Eduardo Hidrobo Amoroso was elected President of the CNE in 2023. The CNE is Venezuela's electoral authority, responsible for organizing and certifying federal and state elections. Hidrobo Amoroso previously served as Comptroller General of Venezuela — the office that issued the disqualification ruling barring María Corina Machado from the 2024 presidential ballot.
He has been on the OFAC SDN list under Venezuela-related programs since the period of his Comptroller tenure. His control of the CNE during the 2024 election cycle is the central electoral-integrity dispute foreign-policy observers cite when assessing the legitimacy of the Maduro government's continued rule.
